Mandate
Development of an Asset Management Plan (AMP) for the buildings of the city of Chandler :
- 45 municipal buildings audited for a total area of approximately 25,000 m2,
- Diverse real estate portfolio including administrative buildings, recreational and leisure centers, 2 arenas, community centers, fire stations, pumping stations, booster stations, water treatment plants, washroom blocks, etc.
- Buildings constructed between 1915 and 2013.
Specifications / complexity of the mandate
- complexity of buildings in terms of architecture (rich and varied architectural style, like that of the Art workshop).
- complexity of the electromechanical system of the arenas.
- distance between the project site and the company's head office (1000 km)
- tight completion deadline (6 months)
Methodology
- A detailed visual and/or tactile inspection was conducted on the architectural, civil, electrical, and mechanical components of each building.
- Identification of deficiencies in accordance with the recommendations listed in the guide titled “ASTM E2018-01” and the practice standards of the Canadian Association of Home and Property Inspectors (CAHPI).
- Development of the asset maintenance master plan for the entire real estate portfolio using Uniformat 2 level 4 with a direct link to the photos taken during the inspections.
Deliverables
In the form of an Excel spreadsheet that can be adapted to any software with ease of data updates.
- Inventory of components for each building and health assessment of each building,
- List of deficiencies and assessment of costs associated with necessary interventions until 2030
- Photo register of observed deficiencies. The photos are categorized by building with a precise nomenclature approved by the city. In addition, photo links have been created in the Excel spreadsheets to easily visualize the deficiencies.
- Intervention tracking register
- Training sessions on the use of the tool made available to the city following this mandate were provided to the main managers of the different buildings to promote proper use and periodic updates of the tool.
